Village halls and Community Centres

You can apply for a variation to your premises licence authorising all licensable activities, including the sale of alcohol.  This will widen the range of events a hall can cater for without the need to obtain separate permissions.  However you can, alternatively, use the light touch system of temporary event notices for relatively small-scale ad hoc events.  Remember many ‘private parties’ will not attract the need for a licence if the alcohol is not ‘for sale’.  If alcohol is sold, however, then you will need to think of either obtaining a premises licence or ensuring it is covered by a Temporary Event Notice.  Follow this link to Temporary Events.

Parish Councils & Residents Associations and local residents

If a premises wishes to extend their operation and apply to vary the licence, the scope for consultation is greatly widened.  The applicant has to send copies of the application to not just the police but also the Fire Authority, Environmental Health, the Health and Safety Enforcing Authority, the Planning Authority, Trading Standards and the Area Child Protection Committee.  In addition, the applicant needs to post a notice on the building letting local people and businesses know that they are making an application and they must also arrange for a notice to appear in the local paper.

As a Parish Council, Resident’s Association or a resident you will not be directly consulted. You will need to look out for notices attached to local premises and the ‘public notice’ section of the local newspaper for example the Bucks Herald or the Buckingham & Winslow Advertiser. If you are selling hot refreshments between 11pm and 5am you will need to apply for a premises licence.  You will need to tick the box relating to the ‘provision of late night refreshment’ and you will have to indicate the days and times you intend to trade.  The form will ask you to describe the steps you intend to make to promote the four licensing objectives.  Whatever you volunteer by way of steps will become the conditions attached to your licence.
